citizen

citizens are just that: the average citizens of sapphire bay. they aren't involved directly in any criminal activities. they try their best to carry on their day-to-day lives outside of the criminal underworld that has taken over sapphire bay. they are the rich and famous, the middle class school teachers, and the poor living and working to keep sapphire bay alive. if sapphire bay has a 'normal element', this is it.

the law

law enforcement includes police officers, interpol/cia/fbi, firemen, whatever type of public service worker you can imagine. overall, they would be considered the 'good guys', but there's no saying there aren't dirty cops. every group has its exceptions. led by sheriff caleb hayes, the law enforcement officials do their best to keep order and peace in the midst of the chaos that sapphire bay has become.

criminal

sapphire bay has become riddled with crime thanks to the explosive war between the russian and irish mafias. with the introduction of the irish republican army into the mix, the face of sapphire bay has changed completely. criminals are characters who live a life of crime, not just someone who stole a pack of gum from the gas station on the corner. typically, they're rich, but their money is gained through less than savory methods. they are forgers, mafia dons, gangsters, gamblers, thieves, and more.
